We estimate that 208,000 deep brain stimulation (DBS) devices have been implanted to address neurological and neuropsychiatric disorders worldwide. DBS Think Tank presenters pooled data and determined that DBS expanded in its scope and has been applied to multiple brain disorders in an effort to modulate neural circuitry. The DBS Think Tank was founded in 2012 providing a space where clinicians, engineers, researchers from industry and academia discuss current and emerging DBS technologies and logistical and ethical issues facing the field. (...) The emphasis is on cutting edge research and collaboration aimed to advance the DBS field. The Eighth Annual DBS Think Tank was held virtually on September 1 and 2, 2020 (Zoom Video Communications) due to restrictions related to the COVID-19 pandemic. The meeting focused on advances in: (1) optogenetics as a tool for comprehending neurobiology of diseases and on optogenetically-inspired DBS, (2) cutting edge of emerging DBS technologies, (3) ethical issues affecting DBS research and access to care, (4) neuromodulatory approaches for depression, (5) advancing novel hardware, software and imaging methodologies, (6) use of neurophysiological signals in adaptive neurostimulation, and (7) use of more advanced technologies to improve DBS clinical outcomes. There were 178 attendees who participated in a DBS Think Tank survey, which revealed the expansion of DBS into several indications such as obesity, post-traumatic stress disorder, addiction and Alzheimer’s disease. Self-deception is an important construct in social, personality, and clinical literatures. Although historical and clinical views of self-deception have regarded it as defensive in nature and operation, modern views of this individual difference variable instead highlight its apparent benefits to subjective mental health. The present four studies reinforce the latter view by showing that self-deception predicts positive priming effects, but not negative priming effects, in reaction time tasks sensitive to individual differences in affective priming. In all studies, individuals higher in (...) self-deception displayed stronger positive priming effects, defined in terms of facilitation with two positive stimuli in a consecutive sequence, but self-deception did not predict negative priming effects in the same tasks. Importantly, these effects occurred both in tasks that called for the retrieval of self-knowledge (Study 1) and those that did not (Studies 2–4). This broad pattern supports substantive views of self-deception rather than views narrowly focused on self-presentation processes. Implications for understanding self-deception are discussed. Mrs. Dall, in her article A Seventh-Century English Edition of Virgil , shows that Virgil glosses taken from marginalia in the same MS. of the poems often preserve something of their original coherence in the two kindred glossaries, Affatim and the Second Amplonian, in spite of all the reshuffling of these two collections. Thus a small group of Virgil items appears in Affatim on p. 491 of Goetz's apograph : Carecta, Crateras, etc. The second last of this ‘Virgil cluster’ is (...) Cada: vasa vinaria. It appears also in Ampl. II. Ca[t]da: vas vinaria, and in Ampl. I. Cada: vasa vinaria, and is apparently taken , ultimately or immediately, from a marginal annotation on Aen. 1, 195 ‘uina bonus quae deinde cadis onerarat Acestes’ for in the Virgil Glossary printed by Goetz in C.G.L. IV. 427–470 we find Cadis: vasis vinariis. (shrink)

In a recent article1 mention was made of a MS. from which Goetz printed selections in Vol. V. of the . This MS. was not used by Goetz. On fol. 81 appears the following entry: ‘Moechus est adulter alterius t[h]orum furtim polluens; inde a m echo dicitur m[o]echanica ars, ingeniosa atque subtilissima et p ene quomodo facta uel administrata sit inuisibilis in tantum, ut etiam uisum conspicientium quodam modo furetur, dum non facile penetratur eius ingeniositas quali ingenio artis candelabrum illud (...) The wholesome severity of publishers' regulations restricted the small Teubner edition of Festus almost to the actual text of the archetype MSS. of Festus and his epitomator Paulus. The flimsy material to be picked up from mediaeval glossaries was excluded from this small and solid structure and reserved for the ampler space and freer air of a second volume, a volume which should attempt a reconstruction of Festus from Paulus' excerpts, like an antiquarian's reconstruction of the Forum from the ruins (...) that now remain. In Goetz' Corpus Glossariorum Latinorum we have apographs of the chief MS. of each important glossary, and in his Thesaurus Glossarum Emendatarum we have all the glosses edited and arranged in dictionary form; but much spade-work has to be done before these glosses can be used by an editor of Festus. Some has been done already by a pupil of Goetz in a Jena dissertation , who shows the so-called Philoxenus Glossary to be compiled in part from Festus, and collects and emends its Festus glosses. Yet even this piece of work is not complete. For our unique MS. of Philox., a mere ninth-century MS. , is an imperfec record of that large bilingual collection which has left so many traces of itself in the glossaries of the British Isles and of those parts of the Continent which received English or Irish culture. The Ab Absens Glossary, for example, printed by Goetz from a North Frankish MS. of Charlemagne's time, has a number of Festus glosses from this collection which are not recorded in our MS. of Philox. and are accordingly ignored by Dammann. Terence was studied, though not so much as Virgil, in monastery-schools. Their magistri bestirred themselves to get aid for pupils. Some famous magister— we know not who—had written, between the lines or in the margins, interpretations of difficult words in at least the three opening plays of the MS. which he used—Andr., Ad., Eun.—if not in all. These interpretations were collected from his MS. and found their way into many monastery-libraries. Goetz has published these glossae collectae of Terence from a (...) tenth century MS. in Vol. V. of his Corpus Glossariorum Latinorum, pp. 529–539; Mr. Austin has added more from a Leyden MS. , written apparently in Belgium or Holland, c. 800–815 A.D. . Probably Dr. Theander will add a further batch from a Paris MS. (shrink)

In App. Verg. Priap. 3, 3, the most recent editor adopts the form fomitata, first proposed by I. Voss, a form which seems to derive its only authority from a passage in Paulus' abridgement of Festus . Though there is some variation in the MSS. of the Priapeia , the first four letters are in every case the same—namely, form-. Again, in Ps.-Placidus the MSS. give formitat, but Goetz prints this as fo[r]mitat. The reading formitata was upheld by Skutsch, who (...) quoted the form formitare as a parallel to exitare in Catull. 17, 24, which all recent editors have changed to excitare. (shrink)

When a computer system causes harm, who is responsible? This question has renewed significance given the proliferation of autonomous systems enabled by modern artificial intelligence techniques. At the root of this problem is a philosophical difficulty known in the literature as the responsibility gap. That is to say, because of the causal distance between the designers of autonomous systems and the eventual outcomes of those systems, the dilution of agency within the large and complex teams that design autonomous systems, and (...) the impossibility of fully predicting how autonomous systems will behave once deployed, determining who is morally responsible for harms caused by autonomous systems is unclear at a conceptual level. I review past work on this topic, criticizing prior works for suggesting workarounds rather than philosophical answers to the conceptual problem presented by the responsibility gap. The view I develop, drawing on my earlier work on vicarious moral responsibility, explains why computing professionals are ethically required to take responsibility for the systems they design, despite not being blameworthy for the harms these systems may cause. The principles of equality and equity, respectively in the Bill of Rights and the white paper on health, provide the moral and legal foundations for future health care for children in South Africa. However, given extreme health care need and scarce resources, the government faces formidable obstacles if it hopes to achieve a just allocation of public health care resources, especially among children in need of highly specialised health care. In this regard, there is a dearth of moral analysis which (...) is practically useful in the South African situation. We offer a set of moral considerations to guide the macro-allocation of highly specialised public health care services among South Africa's children. In this paper I argue that it is morally important for doctors to trust patients. Doctors' trust of patients lays the foundation for medical relationships which support the exercise of patient autonomy, and which lead to an enriched understanding of patients' interests. Despite the moral and practical desirability of trust, distrust may occur for reasons relating to the nature of medicine, and the social and cultural context within which medical care is provided. Whilst it may not be possible to trust (...) at will, the conscious adoption of a trusting stance is both possible and warranted as the burdens of misplaced trust fall more heavily upon patients than doctors. The additional data, perspectives, questions, and criticisms contributed by the commentaries strengthen our view that local cortical processors coordinate their activity with the context in which it occurs using contextual fields and synchronized population codes. This paper sketches an account of public health ethics drawing upon established scholarship in feminist ethics. Health inequities are one of the central problems in public health ethics; a feminist approach leads us to examine not only the connections between gender, disadvantage, and health, but also the distribution of power in the processes of public health, from policy making through to programme delivery. The complexity of public health demands investigation using multiple perspectives and an attention to detail that is capable (...) of identifying the health issues that are important to women, and investigating ways to address these issues. Finally, a feminist account of public health ethics embraces rather than avoids the inescapable political dimensions of public health. (shrink)

This article examines the implicit promises of fairness in evidence based medicine , namely to avoid discrimination through objective processes, and to distribute effective treatments fairly. The relationship between EBM and vulnerable groups is examined. Several aspects of EBM are explored: the way evidence is created , and the way evidence is applied in clinical care and health policy. This analysis suggests that EBM turns our attention away from social and cultural factors that influence health and focuses on a narrow (...) biomedical and individualistic model of health. Those with the greatest burden of ill health are left disenfranchised, as there is little research that is relevant to them, there is poor access to treatments, and attention is diverted away from activities that might have a much greater impact on their health. T he O bject of this paper is the development of a view of punishment which incorporates what is of importance in retributive and utilitarian justifications of the practice of punishment. This proposed theory was noted and referred to as the plene esse , but not fully worked out, in the course of a discussion paper in which my concern was to offer an alternative view, to that of Mr Anthony Quinton, by construing ‘the right to punishment’ as meaning that (...) ‘the offender has the right to be regarded as responsible for his actions’. This study investigates the malleability of the eyewitness memory by analyzing the effects of Memory Conformity and Cross-Race Effect (CRE) among Asian ethnic groups. A live crime enactment (snatch theft) was initiated in order to assess both variables. Two experiments were conducted using a questionnaire with a total of 36 participants in a private university. Experiment 1 examined the effects of group conformity. After the live enactment and the filler task, participants were randomly assigned to one of two conditions: discussed (...) and no discussed groups. All participants were given a questionnaire and was informed to complete it individually. Experiment 2 examined the cross-race effect. Participants were informed to answer the questionnaire individually and the results were analyzed based on the racial identity. No difference in memory accuracy was found between discussed and no discussed conditions in the experiment 1. However, in experiment 2, a disparate racial identity effect was found opposing the past literature. (shrink)
